1stly I emphasise that this is a fluid progression that must be attacked from every concievable angle and only if it survives will it have the creditability for us all to have faith and push to manifest. so please, tear me apart. :)
we'll begin with the power.
The individual - the basic component of humanity. this is sacred. Freedom of speech, freedom of movement, freedom to gather peacefully, freedom to be prosperous in any positive manner. No discrimination, stealing, killing, rape.
The basic human rights are constitutionalized and enforced by Global police force. The consitution is approved by an 80% majority or higher vote from the house of regions. The president of the world has no ability to modify this constitution without this vote.
The community - individuals living in close proximity form relationships to make thier lives more enjoyable, safe and efficient. This is a purely individual effort. community leaders make propositions to the mayor.
The city. the smallest indivisible cell of self sufficiency (idealy, though obviously not currently the case in many places). The city is run by those who live in it. A vote is held when enough people sign a vote request pettition within a certain time period (per month?) say 20% of city requests ellection in august, Sept 1st the city counts and says sory bud, were having an ellection. (by doing this at 20% it gives the mayor a heads up so that he can still adjust polocy).
The Mayor - Huge responsibility on his shoulders. He has is the largest focus of power in the world. A mayor can only be mayor of one city at a time. THe mayor campains with a platform and implements it when in office. If the city chooses, it can operate as a communist community, or capitalist. it could be an uber-kabutse system, perhaps liberal, perhaps concervative. The city has its own police that serve to enforce the bylaws of that city. These police also provide aid to the global police when constitutional issues are involved- bank robbery, murder etc. Despite the incredible power the mayor possesses, he cannot do anything that conflicts with the constitution. therefore, you could have a Muslim city, but they could not remove women's rights in that city. The Mayor's term is indefinate, as whenever the people desire a new mayor they have merely to ask for one.
The chief of the region. A mayor who feels closly tied to his region may run for chief. In the Global system there is no more alberta, no more france, no provinces. the region is designated by topography. The kalahari desert is a region, the canadian praries are a region. all of the cities in the region combine to form a house. The Kalahari house, The arctic icefields house etc. the chief of the house is ellected from the house, by the house democraticly. THe chief of the house delagates priorities to the department of global infrastructure operating in the region. This chief has no say as to what the cities may do, no say over how they should live. By moving from mayor to chief he surrenders his power and becomes a greater servant of the superorganism. His role is to communicate concerns to the house of regions.
The house of regions: The regional chiefs of the entire Earth meet to discuss issues. They vote on the president of the world. The vote is done in the same way the city vote is- when an election is asked for there will be one. The house of regions conviens periodicly to do progress checks, when not in session the chiefs are focused on implementing the latest ideas into thier respective region.

THis guy/girl has little power. He listens to the house of regions to stay updated on current affairs and then delegates priorities to the depatments of global government. Ie- justice, trade, transport, education etc. This man is a guide for the world, forseeing future issues and sterring humanity on a new course to avoid them rather than retroactively responing to fuckups. (ideally).
Dept of GG.
Not elected. Hired in competitive environment. applications for any position can be made by any citisen of Earth. These people get paid well to do a job well. THey do not have freedom of direction, they are obligated to follow the wishes of the global president- who through process is idealy representing the wants and needs of every individual. these people are hired, fired and rewarded based on thier performance. a good minister of a dept could work the job as a career to retirement, if he was on top of the game for the whole time.
Issues:
Conflict between the dept of GG - workers who do. and the local mayor- guy creating the cities identity.
